Update to NO-Huddle Rule.

No Huddle

The no huddle is not permitted unless one of the following conditions holds true:

There is under 2 minutes remaining in the half.
It is the 4th quarter and you are down by 21 points or more.
If there is 4 minuets or less Left in 4th quarter and you are down by two scores with no timeouts left.
It is the 4th quarter and there is under 2 minutes remaining and you are down.
